Inspection of children's playgrounds

According to the World Health Organization, childhood injuries are one of the most significant public health issues, requiring constant attention from adults. Our accredited experts help ensure a safe environment for children by inspecting children’s playgrounds and indoor facilities for compliance with safety requirements.

TUV NORD Lithuania conducts inspections of children's playgrounds and indoor facilities.

In accordance with the provisions of Lithuanian Hygiene Standard HN 131:2023 “Children’s Playgrounds and Play Areas,” , legal entities or individuals operating playgrounds and indoor facilities are responsible for their maintenance and safety. If the owners have not appointed an operator for the playgrounds and/or indoor facilities, the owners the owners are responsible.

In accordance with Lithuanian Hygiene Standard HN 131:2023 “Children’s Playgrounds and Facilities” , children’s playgrounds must be inspected:

  • before use;
    Inspection of Children’s Playgrounds and Indoor Play Areas Before Use (HN 131: 2023) is performed after the playground has been installed to determine compliance with the standards LST EN 1176-1, LST EN 1176-2, LST EN 1176-3, LST EN 1176-4, LST EN 1176-5, LST EN 1176-11, and LST EN 1177. This inspection is mandatory before a children’s playground can be put into operation.
  • periodically (once a year), as part of the annual inspection of children’s playgrounds and indoor play areas.
    During the main annual inspection, the surroundings, surfaces, and equipment of the playground or indoor play area are assessed to determine the overall level of safety. During the inspection, the compliance of play equipment and surfacing with the Lithuanian standard LST EN 1176-1:2018 is evaluated.

If nonconformities are identified, a risk assessment is conducted to determine the safety level, and based on this assessment, a conclusion is reached regarding the facility’s suitability for use.

Low risk level—The severity and likelihood of injury are extremely low. This category includes nonconformities that do not directly affect children’s safety. For example, the condition of surfaces, equipment labeling, and minor wear and tear—these issues can be resolved through routine maintenance.

Moderate risk level –The severity or likelihood of injury is high. This category includes nonconformities that affect children’s safety, but the risk can be managed by taking additional measures. For example, significant surface wear or a dimension that is at the limit of the permissible range—these deficiencies can be corrected through functional maintenance activities, such as modifications or repairs.

High risk level—The severity and likelihood of injury are high. This category includes non-conformities that pose a danger to children’s safety. Examples include entrapment, strangulation, cuts, improper surfacing, and compromised structural integrity. Such equipment must not be used, and access to it must be prevented until extraordinary corrective work has been performed.

Inspection Methodology

During the inspection, measurements and tests are conducted using calibrated measuring instruments and a special set of templates designed for testing playgrounds. Photographic documentation is taken. The results are presented in a detailed inspection report, including photographs of nonconformities and explanations.

Inspections are typically conducted within 5 to 10 business days of the order being placed. Inspection reports are typically provided within 10 business days after the actual on-site inspection of the facility.
