Useful information for the PPI owner
Have you started using new technological equipment with a PPĮ? Do you want to be sure that all the necessary procedures are being followed? On this page, you’ll find organized, useful information to help you navigate the maze of legal requirements and regulatory agency procedures.
What is important to know when purchasing a PPĮ?
Before purchasing new or used PPĮ equipment, it is very important to determine in advance (before concluding the purchase agreement) whether the equipment meets the applicable compliance requirements, as it cannot be certified as suitable for use at a later date. This could result in financial losses…
New or used lifting cranes supplied to and put into service on the Lithuanian market that were manufactured after the entry into force of the technical regulation “Safety of Machinery” (after January 1, 2001) must comply with the requirements of the technical regulation “Safety of Machinery” and the provisions of other legal acts governing the use and installation of lifting cranes.
Before new or used pressure equipment is put into service, the conformity assessment procedures set forth in the Technical Regulation on Pressure Equipment and other legal acts governing the use and installation of pressure vessels must be carried out.
If you have any questions, please contact our experts, who will provide information on how the requirements apply to your specific situation.
Key PPĮ Documents
The conformity of lifting or pressure equipment is determined based on the submitted documentation, the main documents being:
- EC Declaration of Conformity for the device,
- EC Type Examination Certificate,
- CE conformity mark (affixed to the device in a clearly visible location),
- Pi conformity mark (for transportable pressure equipment in accordance with ADR and RID),
- equipment certificate, drawings, equipment maintenance documents (rules and instructions for installation, pre-operation testing, servicing, repair, and dismantling),
- other documents provided by the manufacturer along with the equipment, specifying the equipment’s intended use, design, specifications, mandatory safety requirements, and operating instructions (in the original language and a translation into Lithuanian).
Explanations:
Declaration of Conformity (EC) for the Equipment – a document issued by the manufacturer certifying that, prior to the equipment being placed on the market, the necessary conformity assessment procedures have been carried out in accordance with the conditions set forth in the technical regulation (on the safety of machinery or pressure vessels) and that the equipment is safe for use.
EC certificate—a document issued in accordance with certification rules (EC type examination, EC design examination, or EC declaration of conformity) in which a notified body has conducted the necessary examinations and identified the approved type of equipment, or—following an analysis of the technical documentation—has determined that the design complies with the essential requirements of the technical regulation or with harmonized standards, or, having reviewed the technical documentation, assessed the materials, procedures, and qualifications used in production, and performed the final inspection specified in the technical documentation, certifies the equipment’s full compliance.
Your next steps after purchasing a PPĮ
- Appoint trained and certified personnel (maintenance supervisors, operators) to operate and maintain potentially hazardous equipment, and provide them with the equipment, devices, and other tools required for the work in accordance with the list specified in Article 5, paragraph 3, of the Law on the Maintenance of Potentially Hazardous Equipment, the technical documentation for the equipment, establish a routine for ongoing maintenance (schedules for inspections and internal checks, record-keeping, etc.), and maintain civil liability insurance. The minimum annual insurance coverage must not be less than one hundred thousand euros.
- If you do not wish to have employees responsible for the maintenance of potentially hazardous equipment, you may, under a contract, entrust the ongoing maintenance of the equipment to a legal entity that holds a license for ongoing equipment maintenance or a certificate to operate energy equipment, possesses the equipment, instruments, and other tools necessary for the ongoing maintenance of potentially hazardous facilities, as specified in the list set forth in Article 5, Paragraph 3 of the Law on the Maintenance of Potentially Hazardous Facilities, and has taken out civil liability insurance. The minimum annual insurance coverage must not be less than one hundred thousand euros.
- Enter into a contract with a selected accredited body (e.g., TÜV NORD Lithuania) to inspect the technical condition of the PPĮ.
- Prepare for the PPĮ inspection and compile the necessary documentation.
- Conduct an initial (post-installation) technical inspection of the PPĮ and obtain a conclusion from an accredited body that the equipment is suitable for safe use.
- Register it with the State Labor Inspectorate in the State Register of Potentially Hazardous Equipment and obtain a registration certificate for the equipment with a unique registration number (inspections of the equipment you use will be recorded and monitored, and you will receive reminders about upcoming inspections).
- Prepare the PPĮ for inspection at specified intervals so that experts from the accredited institution can properly conduct technical condition inspections.
- Maintain condition monitoring reports and other radiation protection facility (RPF) documents issued by the accredited institution; maintain the RPF usage record (passport); collect data on the facility’s repairs and modifications; and record malfunctions.
- Once the service life of the electrical equipment specified by the manufacturer or established by regulatory legislation has expired, it may continue to be used only after a thorough inspection of its technical condition has been conducted and an accredited body has concluded that the equipment is fit for use.
Enjoy safe and economical use of PPĮ!
