Frequently Asked Questions (FAQ)
If your vehicle’s technical inspection documents have expired or been revoked, you can order a permit that entitles you to visit a vehicle inspection facility to undergo a mandatory technical inspection. You can apply for a digital permit on our websiteunder the “e-Services”sectionby selectingthe link “One-Day Permit to Visit a Vehicle Inspection Station,” or you can do so by visiting your nearest vehicle inspection station.
The permit is issued only to vehicles registered in the Republic of Lithuania. The permit is valid for one day. The permit is valid for one vehicle. The cost of a digital permit is 5 EUR; the cost of a permit issued at a vehicle inspection station is 6 EUR.
A person who holds a permit and brings a vehicle to a vehicle inspection facility must ensure that the vehicle does not pose a threat to traffic safety, public health, or the environment; undertakes to drive safely to the vehicle inspection facility; and assumes all responsibility associated with this. The person confirms this with their signature and provides their first and last name; without these, the permit is invalid.
You can sign up to receive a reminder about the expiration of your vehicle’s mandatory technical inspection either when you have the inspection performed (the inspector will handle this upon request) or by selecting the link “Inspection Validity Reminder” and providing your phone number or email address. Thirty calendar days before the expiration of your vehicle inspection, the reminder will be sent free of charge via text message or to your email address.
If the mandatory technical inspection is performed no more than 30 calendar days before the expiration of the mandatory technical inspection and it is determined that the vehicle is in good working order, the validity period of the next mandatory technical inspection shall be extended by the number of days that remained until the expiration of the previous mandatory technical inspection.
For example, if a vehicle is presented for inspection 20 days before the expiration of its mandatory technical inspection and is found to be in good working order, the next inspection must be scheduled no later than 2 years and 20 days from that date. Therefore, it is advisable not to wait until the very last day to have the vehicle’s mandatory technical inspection performed, but to have it done earlier, allowing time to correct any potential defects.
The owner has the right to have the vehicle undergo a mandatory inspection at any vehicle inspection company or station, regardless of where the vehicle is registered or is intended to be registered in the Republic of Lithuania.
Yes, you can.
You can have the vehicle undergo a repeat mandatory technical inspection at any other vehicle inspection station in the country. Please note that the vehicle must be presented for a repeat mandatory technical inspection no later than one month from the date the vehicle was presented for the mandatory technical inspection (the date by which the repeat inspection must be completed is indicated on the technical inspection results card (report) issued for the vehicle).
A mandatory inspection is terminated without the vehicle being inspected according to all the inspection items specified in the Technical Requirements for Motor Vehicles and Their Trailers that relate to the vehicle’s design, purpose, and/or intended use, if circumstances arise during the inspection that make it impossible or unsafe to conduct the mandatory inspection in the usual manner (e.g., the engine stops running, the transmission fails, the service brakes fail, operating fluid(s) begin to leak, etc.), if the parts to be inspected are heavily soiled, concealed by components not provided for by the manufacturer (additional covers, shields), or coated with additional materials (e.g., a catalytic converter covered with a metal sheet, brake system pipes coated with an anti-corrosion coating), or if, during the mandatory inspection, it becomes apparent that money or other items unrelated to the vehicle’s operation have been left in the vehicle presented for the mandatory inspection and may be interpreted as an attempt to bribe the inspector, or the vehicle owner attempts to influence the inspector’s impartiality through unlawful conduct (by directly offering an unlawful reward, provoking the inspector to accept it, or making threats). The vehicle must be presented for a mandatory inspection again after the circumstances described in this paragraph have been resolved. The fee paid for the mandatory inspection is non-refundable.
A re-inspection may not be conducted if, due to the vehicle’s overall technical condition and the number of technical defects (the total number of major defects and/or defects that prohibit operation exceeds 10), it is not possible to objectively assess the vehicle’s technical condition during the mandatory inspection.
Upon presentation of the vehicle registration certificate and the owner’s driver’s license or other document proving identity, a duplicate of the vehicle inspection report is issued at any vehicle inspection company or its stations, regardless of where the vehicle’s mandatory technical inspection was performed. It is not necessary to present the vehicle.
When there is a change in management, the technical inspection report is transferred to the new manager.
Provided that the vehicle has a valid mandatory technical inspection and the owner presents the vehicle registration certificate along with his or her driver’s license or a document confirming his or her identity, the inspector at any vehicle inspection company or its station will enter the updated information into the Centralized Vehicle Inspection Database (CTADB) and issue a new Technical Inspection Results Report. It is not necessary to present the vehicle.
Yes, another person may bring the vehicle in for the mandatory technical inspection provided that they present a document certifying the owner’s level of functional capacity.
The vehicle owner has the right to appeal the inspector’s decision to the manager of the vehicle inspection company. In cases where the vehicle owner disagrees with the vehicle inspection inspector’s decision regarding identified or unidentified defects, he must, immediately after the inspector’s decision is made and before leaving the inspection site, submit a written request to the manager of the vehicle inspection company to revise the inspector’s decision.
If a vehicle inspection station determines that a vehicle’s odometer reading has decreased compared to the previous inspection, and there is no justification for the decrease, this will be considered a major defect. These changes apply only to vehicles that are currently registered or have previously been registered in Lithuania and have a history of technical inspections performed in Lithuania. A vehicle should not be brought in for a technical inspection with a lower odometer reading than was recorded during the previous technical inspection unless there are valid reasons to justify the decrease in mileage, such as when the odometer reaches its maximum display limit. This will be an exceptional case in which the defect will not be recorded. In this case, the vehicle’s service history will be taken into account. In cases where a significant discrepancy is recorded during the technical inspection—because the mileage is lower than at the time of the previous inspection—the vehicle owner should take the vehicle to a repair shop. Specialists will use diagnostic equipment connected to the vehicle’s On-Board Diagnostics (OBD) system to check the information stored in the vehicle’s systems and thus determine the actual mileage. It may be necessary to repair the vehicle’s instrument panel. To this end, the dashboard may be replaced with a new or used one, or the dashboard already installed in the vehicle—which displays the reduced mileage—may be repaired. When performing this procedure, it should be ensured that the vehicle’s actual mileage is displayed on the vehicle’s dashboard. If it is not possible to determine the vehicle’s actual mileage using diagnostic equipment—which is stored in the memory of the vehicle’s systems or components—or if the mileage stored in that memory is also reduced and matches the value displayed on the odometer, the mileage recorded on the replaced or repaired instrument panel should be no less than the mileage determined during the vehicle’s previous technical inspection.
